Attorney: C. Douglas Welty Retired: Anita K. Blair C. DOUGLAS WELTY A native of Houston, Texas, Doug Welty is a graduate of Rice University (B.A., 1974) and the University of Virginia School of Law (J.D., 1982). Between college and law school, he served as a Naval Flight Officer in P-3 Orion antisubmarine and maritime patrol aircraft. Mr. Welty is a member of the Virginia and District of Columbia Bars, as well as the Bars of the United States Supreme Court, the U. S. Courts of Appeals for the Fourth Circuit and the District of Columbia Circuit, and most of the special-purpose federal courts located in Washington. Mr. Welty is a member of the Virginia State Bar (Sections on Business Law and Trusts & Estates), the Virginia Bar Association (Section on Wills, Trusts & Estates), the Arlington County Bar Association (Sections on Business Law and Trusts & Estates), the Federalist Society, and the Christian Legal Society. He is a former Master of the Bench of the Federal American Inn of Court, and is an Allied Attorney of the Alliance Defense Fund. He served as a Senior Editor of the Virginia Journal of International Law for the 1981-1982 academic year. He serves from time to time as a Continuing Legal Education instructor for bar association and private CLE programs, and is a member of the McLean Estate Planning Council and the NRA Foundation's Volunteer Network of Estate Planning Professionals. From 2000 through 2004, Mr. Welty was a member of the Board of Visitors of the University of Mary Washington. Anita Blair was born in Washington, D.C. She is a graduate of the University of Michigan (B.A., with high honors, 1971) and the University of Virginia School of Law (J.D., 1981). Ms. Blair is a member of the Virginia and District of Columbia Bars, as well as the Bar of the United States Supreme Court. Ms. Blair is a member of the Virginia State Bar (Board of Governors, Section on Antitrust, Franchising and Trade Regulation Law, 1991-2001; Chairman, 1998-1999) and the Federalist Society. She served as Executive Editor of the Virginia Journal of International Law for the 1980-81 academic year. Anita Blair was a founder of the Independent Women's Forum. She served as its President and, both before and after her term as President, as its Executive Vice President and General Counsel. She was a member of the Board of Visitors of the Virginia Military Institute from 1995 until 2001. She was the Chairman of the Congressional Commission on Military Training and Gender-Related Issues, 1998-1999. Anita withdrew from Welty & Blair, P.C. in August 2001 to
assume public office as a Deputy
Assistant Secretary of the Navy. She was nominated in 2007 by
President Bush to serve as the Assistant Secretary of the Navy (Manpower
& Reserve Affairs) and in January 2008 began service in that
position as the acting Assistant Secretary.
